JAKARTA – In order to implement Good Corporate Governance (GCG) and the company’s commitment to anti-fraud, PT Pertamina EP Cepu (PT Pertamina EP Cepu) held a sharing session in the Banyu Urip-Jambaran room, Patra Jasa building, Jakarta, on (31/5/2018). Director of Supervision of Oil and Gas Business Entities of the Financial and Development Supervisory Agency (BPKP) Yus Muharam was asked to be a speaker at the event and a team from BPKP Yusmawati.
Present on the occasion, General Manager of the Jambaran-Tiung Biru (JTB) project Bob Wikan H. Adibrata, PT Pertamina EP Cepu management team, and other PT Pertamina EP Cepu people.
In his presentation, Yus Muharam explained the position and role of BPKP as a state institution tasked with carrying out government affairs in the field of state/regional financial supervision and national development. “We carry out internal supervision, both assurance (after the process, action) and consulting (before/during the process, prevention),” he explained.
According to the Corruption Act, what is meant by fraud is a collection of actions that are not permitted and violate the law marked by an element of intentional fraud.
Yus Muharam explained that PT Pertamina EP Cepu as a subsidiary of PT Pertamina (Persero) based on Law no. 10 of 2003 is not a BUMN (State Owned Enterprise). Therefore, if there is fraud or corruption in a subsidiary of a BUMN, according to BPKP, the action is categorized as a general crime and cannot be processed according to the Anti-Corruption Law. “Because the subsidiary is not a state-owned company and according to the Corruption Act, fraud is detrimental to state finances or the state economy,” he explained.
There are several tips so that we avoid fraud, namely working according to the rules, if we can’t (need discretion) don’t make decisions, ask for opinions from external parties who are competent and have authority, and every step must be accompanied by documents, minutes, and chronology.
The next speaker, Yusmawati, a member of the BPKP team, delivered material on the implementation of GCG. According to him, the governance process is used to ensure that business processes are running as they should. Yusmawati also explained about the Supervision of the National Strategic Project (PSN). This is related to the JTB gas unitization field development project which is designated as one of the PSNs (according to the attachment of the Presidential Regulation of the Republic of Indonesia No. 58 of 2017).
